Sixty-one came out of the water. The arithmetic was never the point.

Three years after the grid came back, Bexar County’s volunteer radio net is forty-three stations, a grease-pencil board in a barn, and a retired ER doctor who has finally learned to sit down and let other people run things.

Then a stalled system parks over the watershed on a Friday evening – during a retirement party – and the Salado starts climbing a tenth of a foot at a time.

Edema runs hour by hour across one night and the morning after it, told in gauge readings and radio logs: 2.1 feet at the first toast, 12.6 at the crest, 7.1 and falling by the time the banner comes down. A sixteen-year-old at a weather board out-forecasts the state by three feet and two hours, and nobody argues with a number. A pharmacist fires an evacuation trigger she wrote years earlier, alone, at 2352. A paramedic takes a road against a countermand and saves eleven minutes. And the roll – the roll answers forty-two of forty-three all night, the way it has for fourteen months, and every station knows why.

Owen Kessler spends most of this book being the patient. The county he built comes for him at 0556 with love and paperwork, and the machine he spent three years teaching to work without him proves it can.

A flood novel written as a county’s operational record – the crossings, the crest, the count – for readers who want competence rendered honestly, and who understand that the hardest number in any rescue is the one that doesn’t change.

Book Three of the Triage Quartet, after Triage and Golden Hour.
